THE MARCH BEGINS

At approximately 12:00 PM, President Trump began speaking. By 1:00 PM, as he was concluding his remarks urging the crowd to march, the first waves of rioters had already reached the Capitol perimeter, overwhelming the initial police lines on the West Front.
VIOLENT BREACH
Perimeter Overrun
A violent mob breached the outer security perimeter. Rioters used bike racks as ladders to scale walls and assaulted law enforcement officers with flagpoles, chemical irritants, and stolen riot shields. This escalation marked the transition from a protest to a riot.

At 2:11 PM, rioters smashed windows and forced open doors, entering the U.S. Capitol building. This breach forced the immediate evacuation of the Senate and House chambers, halting the certification of the electoral votes. Lawmakers were rushed to secure locations.
TRAGEDY
Ashli Babbitt Shot
While attempting to climb through a shattered window of a barricaded door leading to the Speaker's Lobby—where members of Congress were still evacuating—Ashli Babbitt was fatally shot by a Capitol Police officer. An internal review cleared the officer, citing the imminent threat to lawmakers.
DERELICTION OF DUTY
187 Minutes of Inaction
For over three hours, President Trump remained in the White House dining room watching the violence on television. Despite urgent pleas from House Minority Leader Kevin McCarthy, his own staff, and family members, he did not issue a statement telling the mob to leave until 4:17 PM.
RESPONSE
National Guard Arrives
After hours of delay attributed to bureaucratic hurdles at the Pentagon, the D.C. National Guard arrived to support law enforcement. Vice President Pence and Congressional leaders helped coordinate the response from secure locations. The building was secured by approximately 6:00 PM.
CERTIFICATION
Congress Returns
Defying the violence, Congress reconvened at 8:00 PM. Vice President Pence presided over the session, stating, "To those who wreaked havoc in our Capitol today, you did not win." At 3:41 AM, Joe Biden was certified as the winner of the 2020 election.

Following the events of January 6th, the Department of Justice conducted a massive investigation that resulted in over 1,200 federal cases. These legal proceedings were overseen by independent judges and decided by juries of American citizens. Defendants were charged with specific crimes, including assaulting law enforcement and seditious conspiracy, based on extensive digital evidence and sworn testimony. These prosecutions were essential to maintaining the integrity of the constitutional transfer of power and ensuring that political violence carries legal consequences in a nation governed by the rule of law.

A PROCLAMATION

This proclamation ends a grave national injustice that has been perpetrated upon the American people over the last four years and begins a process of national reconciliation.

Acting pursuant to the grant of authority in Article II, Section 2, of the Constitution of the United States, I do hereby:

(a)  commute the sentences of the following individuals convicted of offenses related to events that occurred at or near the United States Capitol on January 6, 2021, to time served as of January 20, 2025:

(b)  grant a full, complete and unconditional pardon to all other individuals convicted of offenses related to events that occurred at or near the United States Capitol on January 6, 2021;

The Attorney General shall administer and effectuate the immediate issuance of certificates of pardon to all individuals described in section (b) above, and shall ensure that all individuals convicted of offenses related to events that occurred at or near the United States Capitol on January 6, 2021, who are currently held in prison are released immediately.  The Bureau of Prisons shall immediately implement all instructions from the Department of Justice regarding this directive.

I further direct the Attorney General to pursue dismissal with prejudice to the government of all pending indictments against individuals for their conduct related to the events at or near the United States Capitol on January 6, 2021.  The Bureau of Prisons shall immediately implement all instructions from the Department of Justice regarding this directive.

The events of January 6th resulted in significant criminal convictions and substantial injuries to law enforcement officers. Following the breach, the Department of Justice secured hundreds of convictions for crimes including assault on federal officers, destruction of government property, and seditious conspiracy. Federal judges consistently maintained that the prosecutions were based on specific illegal acts rather than political expression, ensuring that the judicial system upheld the rule of law in response to the violence at the Capitol.

The human cost of the attack included the lives of several law enforcement officers. Officer Brian Sicknick died the following day after suffering two strokes while defending the Capitol. In the months following the attack, Officers Howard Liebengood, Jeffrey Smith, Kyle DeFreytag, and Gunther Hashida died by suicide. Additionally, more than 140 officers from the U.S. Capitol Police and Metropolitan Police Department sustained physical injuries, including concussions, fractures, and chemical burns, while protecting the building and the democratic process.

Bipartisan judges rejected 61 out of 62 lawsuits due to a lack of evidence, while 850 regional audits across 27 states and 36 statewide recounts resulted in a change of less than 0.001%.

This led to 88 criminal charges across 4 indictments against Trump and 18 co-defendants in Georgia. The cases involved 7 lawyers and 84 fake electors across 7 states, resulting in dozens of felony charges in Michigan, Nevada, and Arizona.

Furthermore, the report clarified that despite public claims, there was no standing order from the White House to deploy 10,000 National Guard troops for safety; rather, the delay in military response was caused by internal Pentagon concerns over "optics" and a lack of clear communication during the escalating crisis.

Detailed testimony and corroborated evidence, including accounts from White House staff and Secret Service agents, established that Donald Trump was informed of the presence of armed individuals in the crowd yet urged them to march to the Capitol. The report documented how he remained in the White House for 187 minutes as the violence unfolded, ignoring multiple pleas from advisors, family members, and Republican lawmakers to issue a statement telling the rioters to go home. This "dereliction of duty" allowed the chaos to continue while members of Congress and law enforcement were placed at severe risk.
